In order to ensure the impartiality, objectivity, and impartiality of the certification, all GFS personnel, including senior executives and staff, as well as those assigned to and associated with any committees involved in the certification, hereby solemnly declare and commit themselves:
1. The principles and guidelines followed by the GFS certification and its procedures are fair and managed in a fair manner without any form of discrimination; such as accelerating or delaying the application acceptance and other implicit discriminatory behavior.
2. GFS is an independent third-party certification body that does not operate for profit, derives its income from certification and training fees, and does not accept financial support with any strings attached.
3. GFS carries out the certification work within the scope of the statement, provides equal quality service to all certification clients, and eliminates unreasonable financial and other conditions; such as the size of the client, whether it is a member of an association or group as a condition, and does not take the number of certificates issued as a limiting condition.
4. GFS to carry out certification based on the evaluation criteria is a specific standard, if the application of a specific certification system for these documents need to be interpreted, the GFS Technical Committee to develop and publish a description of the document. GFS will take into account the development of the document the views of the main interested parties, to ensure that the certification client, the supplier, GFS and other key interested parties on the requirements of the certification and the quality of certification to ensure a common interpretation of the requirements of the quality management system. The GFS Technical Committee will take into account the views of the key interested parties in developing the document to ensure that the certification requirements and the quality management system requirements for quality assurance are interpreted by the certification principal, supplier, GFS and other key interested parties.
5. GFS maintains impartiality and objectivity at three levels:
● Strategies and approaches ● Certification decisions ● Evaluations
6. GFS has the resources and capabilities to test, evaluate (inspect/audit) and certify the supplier's products, processes, services and systems. Only within the scope of its certification to specify the requirements for certification, the implementation of evaluation (inspection / audit) and make certification decisions.
7. GFS establishes a management committee composed of representatives related to certification activities, including representatives of relevant government departments or social organizations, representatives of suppliers, representatives of demanders or consumers, environmental protection experts and researchers, etc., with a balanced interest of all parties, none of which is in a dominant position, and all of which are able to participate in the development of the content and operation of the certification system and its guidelines and principles. GFS will report its financial status to the Management Committee annually, so that the Management Committee can supervise the financial status of GFS. The Management Committee supervises and reviews GFS certification activities and the implementation of the quality policy. If the management of GFS does not respect the recommendations of the Management Committee, the Management Committee may take appropriate measures, including notifying the accreditation body.
8. GFS ensures that the personnel participating in the evaluation (inspection/audit) performs in accordance with the provisions of this manual in order to maintain impartiality.
9. The GFS specifies that the certification decision maker is not an evaluator(inspector/auditor) who participates in the program.
10. GFS shall ensure that the activities of related bodies do not affect the confidentiality, objectivity and impartiality of the certification. (Note: Relevant bodies of the GFS are those that are related to the GFS through common ownership (in whole or in part), shareholders, contracting, informal agreements or other means related with GFS, so that there is a possibility of a conflict of vested interests in the certification decision, with clear precautions to affect impartiality.)
11. The GFS will analyze and document its relationships with relevant institutions in order to determine the possibility that they pose a conflict of interest with respect to certification decisions and to identify preventive measures that affect impartiality.
12.GFS strictly in accordance with the "Certification and Accreditation Regulations of the People's Republic of China" (2020 Revision) of Article 26 "certification bodies should implement effective tracking and investigation of certified products, services, management systems, if it can not continue to meet the certification requirements, the certification body shall suspend its use until the revocation of the certificate of certification. 13. GFS requires all relevant personnel to sign a written commitment to impartiality and confidentiality in relation to the work they perform. GFS will take appropriate corrective action if any broken promises.
